A radiator cover will maximize the heat flow with a radiator in any room. People believe that with a radiator the heat is put out and will warm and keep a room warmer than normal heating. This is true for the exception when a room is large the radiator needs the air flow to go out into the room then to flow straight up.

Most radiators do not get hot; they are hot enough to heat a room, however not hot enough to burn wood. The metal lining is a precaution to help retain the heat in and around the radiator to be forced out to heat the room properly.
